Access to Government Procurement Opportunities (AGPO) is a Kenyan government programme established under Executive Order No. 2 of 2013. It mandates that 30% of all government procurement spending is reserved for enterprises owned by Youth, Women, and Persons with Disabilities.
This means billions of Kenya Shillings in government contracts are set aside specifically for AGPO-certified businesses every year — across all sectors from construction to IT to office supplies.
Youth (18-35 years)
Businesses owned by Kenyan citizens aged 18 to 35. Must hold a valid AGPO Youth certificate from the National Treasury.
Women-owned Enterprises
Businesses where women hold at least 70% ownership. Must hold a valid AGPO Women certificate from the National Treasury.
Persons with Disabilities
Businesses owned by persons with disabilities as defined under the Persons with Disabilities Act. Must hold a valid AGPO PWD certificate.
